## The Preventive Maintenance Matrix
A scheduling matrix answers three questions per task: **who** owns it, **when** it recurs, and **what** closes it out.

- **Vendor / licensed:** Code-driven (NFPA 25, NFPA 72, backflow, thermography), high-skill (chiller, boiler combustion, refrigerant), and warranty-preserving tasks.
The mistake to avoid: assigning a code-required task (e.g., fire alarm test) to in-house staff who lack the license—your "savings" evaporate when the authority having jurisdiction (AHJ) rejects the documentation.
## Measuring Whether PM Works
Three metrics tell you if your schedule is actually reducing failure:
- **PM Compliance Rate** = completed PMs / scheduled PMs. Target ≥ 95%.
- **Corrective-to-Preventive Ratio** = reactive work orders / PM work orders. A healthy program trends below 1.0; rising ratios signal under-scheduled PM or aging assets.
- **MTBF (Mean Time Between Failures)** per asset family—rising MTBF on PM-covered assets is the proof the program pays for itself.
