Commercial restrooms are the most frequently cleaned areas in any facility — and the most scrutinized by occupants. A single complaint about restroom condition can undermine confidence in the entire cleaning program. Conversely, consistently clean restrooms signal that the facility is professionally managed and occupant health is a priority.

This checklist covers the complete restroom cleaning program for commercial facilities, organized by frequency. It can be used as a training document, a quality inspection form, or the basis for a janitorial scope of work.

Before You Start: Setup and Safety

  • ☐ Post "Cleaning in Progress" wet floor signs at all entrances before entering
  • ☐ Gather all required supplies: disinfectant, bowl cleaner, glass cleaner, paper products, trash liners, mop and bucket, microfiber cloths (color-coded if applicable)
  • ☐ Don appropriate PPE: gloves (nitrile recommended), safety glasses for chemical mixing
  • ☐ Pre-spray toilets, urinals, and sinks with appropriate disinfectant — allow dwell time per product label (typically 1–3 minutes) while performing other tasks

Daily / Nightly Cleaning Checklist

Toilets and Urinals

  • ☐ Apply bowl cleaner inside toilet bowl and under rim — allow to dwell
  • ☐ Scrub bowl interior with toilet brush — under rim, sides, bottom trap
  • ☐ Clean and disinfect toilet exterior: tank, lid, seat (both sides), base, and flush handle
  • ☐ Clean and disinfect urinal interior and flush valve
  • ☐ Clean urinal exterior and any partition surfaces within splash zone
  • ☐ Replace urinal screens if scheduled or visibly deteriorated

Sinks and Counters

  • ☐ Clean and disinfect sink basin, faucet, and handles
  • ☐ Polish chrome fixtures — no water spots or soap film
  • ☐ Clean and disinfect countertop — remove all soap residue and water marks
  • ☐ Clean backsplash and any wall tiles immediately surrounding sink

Mirrors

  • ☐ Clean mirrors with glass cleaner — streak-free, top to bottom
  • ☐ Clean mirror frame and mounting hardware

Dispensers and Supplies

  • ☐ Restock paper towels — full at end of service
  • ☐ Restock toilet paper — minimum 2 rolls per stall available
  • ☐ Restock hand soap — fill dispenser or replace cartridge
  • ☐ Check and restock seat cover dispenser if present
  • ☐ Clean exterior of all dispensers — no fingerprints or soap drips

Trash

  • ☐ Empty all trash receptacles — including sanitary napkin receptacles in stalls
  • ☐ Clean interior and exterior of trash cans if soiled
  • ☐ Replace liners — new liner each service

Partitions and Walls

  • ☐ Wipe down all partition surfaces — remove fingerprints, smudges, and splatter
  • ☐ Clean partition hardware (hinges, latches, door handles)
  • ☐ Spot clean wall tiles and painted surfaces as needed

Floors

  • ☐ Sweep or dry mop entire floor — collect all debris
  • ☐ Mop with disinfectant solution — work from back to front toward exit
  • ☐ Use clean mop head or fresh mop solution — never mop restroom with same solution used elsewhere
  • ☐ Clean floor along base of toilets and under urinals — these areas accumulate significant buildup
  • ☐ Clean floor drain — no debris accumulation

Final Inspection

  • ☐ Check entire room from a user's perspective — sit height inspection of toilet area
  • ☐ No chemical odors should linger — proper ventilation confirmed
  • ☐ All lights functional
  • ☐ Remove wet floor signs only after floor is dry

Weekly Cleaning Checklist

  • ☐ Scrub grout lines on floor tiles — especially grout surrounding toilets and urinals
  • ☐ Clean inside and behind toilet tanks
  • ☐ Clean vent covers/grilles — remove dust accumulation
  • ☐ Wipe down door surfaces — both sides — and door frames
  • ☐ Clean all light switch covers and outlet covers
  • ☐ Dust tops of partition walls and door frames
  • ☐ Deep clean inside trash cans with disinfectant
  • ☐ Clean exhaust fan covers — remove dust
  • ☐ Inspect and clean drains — remove any buildup at drain cover

Monthly Cleaning Checklist

  • ☐ Machine scrub floors (auto-scrubber or floor machine with scrub pad) — remove buildup from grout and near base of fixtures
  • ☐ Apply floor sealer/restorer if applicable to stone or unglazed tile
  • ☐ Deep clean all ceramic tile walls — remove mineral deposits and soap scum buildup
  • ☐ Clean light fixtures — interior of lens covers
  • ☐ Clean ceiling vents and HVAC diffusers
  • ☐ Inspect caulk at base of toilets and urinals — note any deterioration
  • ☐ Clean all drain traps with enzyme drain treatment
  • ☐ Descale faucets and showerheads if applicable (mineral deposit removal)
  • ☐ Inspect dispensers for damage — report any needing repair or replacement

Quarterly / Annual Checklist

  • ☐ Professional tile and grout deep cleaning and resealing (annually)
  • ☐ Replace wax ring and re-caulk toilet base if deterioration noted (as needed)
  • ☐ Full fixture inspection — check for running toilets, dripping faucets, loose handles
  • ☐ Touch up paint on walls and partitions as needed
  • ☐ Evaluate dispenser condition — recommend replacements for damaged units

Day Porter / High-Traffic Restroom Schedule

For high-occupancy facilities (over 200 occupants) or public-facing restrooms, nightly cleaning alone is insufficient. A mid-day service check should include:

  • ☐ Quick wipe-down of toilet seats and counters
  • ☐ Restock paper products and soap
  • ☐ Empty full trash receptacles
  • ☐ Spot mop any water or mess on floor
  • ☐ Report any maintenance issues (running toilets, clogged drains, broken fixtures)

Healthcare and Food Service Enhanced Standards

For healthcare facilities, food service establishments, and childcare centers, the following enhanced standards apply:

  • Use only EPA-registered hospital-grade disinfectants with documented kill claims against target pathogens (C. diff, MRSA, norovirus as appropriate)
  • Require minimum contact/dwell time per product label — apply, wait, then wipe
  • Color-coded microfiber system (typically red for restrooms) to prevent cross-contamination
  • Single-use disposable cloths or fresh-laundered microfiber per restroom
  • Touchpoint disinfection frequency increased to 2x daily for high-contact surfaces (door handles, flush valves, faucet handles)
  • Document cleaning completion with time stamps for each service visit
